A template is basically a prepared set of elements that animate in a particular manner with a set duration. The templates provide a way to make minimal changes, like adding a logo or changing the message text. Any changes in colors or animation are usually hard to make or require digging inside the inner guts of the template (if the template allows that).
In Graphic Design terminology we can say that a theme is the branding of your company. A theme corresponds to your team flag colors or the look and feel of your tv show or News hour.
A theme in broadcast television is extremely important when you really want to stand out from the crowd, by generating unique color palettes, looks and variations of your animated elements, use of your own font, and if you have the talent, maybe some animation as well, etc.
Broadcast Design studios make a living (a good living, I might add...) when creating graphic packages, news opens, pilot graphics and channel branding. These designs are produced for thousands of dollars all the time and take a few weeks or months to complete.
